Lyft is testing out new program in six cities that would pay drivers as soon as they accept the trip

Lyft started testing a program called 'Start Earning as Soon as You Tap Accept in six cities, Honolulu, Lihue, Boise, Roswell, Lake Havasu City, and Seattle. Where drivers will start earning as soon as they tap Accept, and get paid for every shared pickup along with a flat a rate for every pickup added.
With these changes, a ride with a long pickup is worth as much as a ride with a pickup close by. When a passenger is far away, drivers will no longer need to stress about whether it's worth it to accept the ride. For they will be paid the same rates on the way there as they would when a passenger is in their car.
Drivers will also be paid more for time spent driving instead of miles.
A week before this program started in these cities rates declined for drivers.
In Seattle: Per mile dropped from $1.11 /MILE to $0.63 /MILE Per minute rose from $0.1875 /MIN to $0.285 /MIN Pickup fee of $0.45 was also added.
In Honolulu rates dropped from $1.21 a mile to $0.59 a mile.
Now these lowered rates may mean nothing too most. Since in most cities rates are already pretty low. However, say this should role out nationwide will they cut everyone else's rates even more?
Or maybe the rates going down is just coincident and really had nothing to do with these new program. What are your thoughts?
